Is the reverse PTR something the hosting provider must set up, OR can you make this change in the DNS of your own VPS? If the latter, what would that be?

Whoever controls the IP address block can change the PTR records, which is typically your ISP or hosting provider. Unless you were delegated your own IP address block by your service provider, in which case you could update the records on the DNS server(s) managing the IP address block.
